fix(devfs): directory_count/file_count 去掉 static，允许跨模块读取用于诊断

编译器报 NameError: drivers.devfs.devfs.directory_count is a static symbol, cross-module use is forbidden（static 仅定义模块内可见）。这两个只是注册计数，改为普通模块级变量即可让 main.vp 的临时探针读取；文件内原有的 global directory_count, file_count 声明语义不变。
