TermiNexus 1b907b3bb6 feat(app): 授权审批页面按公司管理员及以上判定，并统一相关文案

- 新增 userStore.isCompanyAdmin（消费 CheckAdmin.is_company_admin）

- AppPending 用 isCompanyAdmin 判定并更新空态文案

- 申请成功提示与 api/app.ts 注释从「租户管理员」改为「管理员」

GERP

An ERP backend built using Vue, TypeScript, and Vite, handed over for use in the SAAS scenarios under GVSDS.
