TermiNexus f234e38701 fix(vipeye-internal): 撤销注解内 static 前缀写法，只认语句起始形态 ...

不再允许 `memory_regions: static memory_region* = None`，改为
`static memory_regions: memory_region* = None`（仅 Vipeye 侧改动）。

- parser：`_parseViperTypeAnnotationCore` 改为调用新增的
  `_checkViperStaticInAnnotationPosition()`，命中就报
  `viperStaticInAnnotationNotAllowed` 并跳过 static、继续解析剩余类型
  （错误恢复，不再连带报 "static" is not defined）
- 删除 `_parseViperStaticTypeDescriptorPrefix()`、
  `_viperStaticDescriptorInAnnotation` 字段与 `_parseExpressionStatement`
  里的标记读取块
- localize + nls(zh-cn/en-us)：新增 viperStaticInAnnotationNotAllowed
- viperStaticModifier.test.ts：原两个注解内 static 用例换成
  「语句起始 static 合法」+「注解内 static 报专用错误」两个用例
