TermiNexus 38a521fcd2 refactor: filter debug logs and deduplicate VPI loaders ...

Suppress DEBUG output at the default INFO level, share the VPI pre-registration walker, and share the .vpi read path between the annotation cache loaders. Source-only change: 53 added, 81 deleted (net -28 lines).
