feat(linker): TPC 支持 project.vpj 静态链接 .a/.obj，ViperFLProject 配置 fltk

- Config.py 读取 linker.static_libs（相对 vpj 目录解析为绝对路径）

- Phase2Translator 新增 static_libs 参数，并入 extra_link_files 参与链接

- ViperFLProject 改为 fltk GUI 测试：static_libs 链接 cfltk2 + FLTK 静态库

- 新增 FLTK 所需系统库 flags（comdlg32/comctl32/ole32/uuid/winmm/gdi32）
